Another issue is when it all works in VS or on your local PC but not when you deploy. But the real question is: "Why does bin\Debug not work in the first place?" This is related to the other answers -- if your web projet's assembly is unavailable, you get this error. Why shared_timed_mutex is defined in c++14, but shared_mutex in c++17?
